Baron Var'Quel commands the pirates of Qi'Reshalia, based in the town of the Enclave, on Hara'Jaal Island. Var'Quel is a brutal man, allowing no worship of the gods on Hara'Jaal, so as not to risk losing glory or coin for himself. The pirates under the Baron terrorize the merchants of the Reshal Sea.
