Just my two dokoras:

I have noticed a strange trend in my travels. The further you get away from The Crossing, the less violence, thievery, and overall "snertiness" can be found. Only in The Crossing is there such rudeness and brashness that sickens the majority of adventurers. It has become quite accepted in The Crossing to find pickpockets everywhere, and unjustified thumpings and murders can be seen everyday.

Now for those who complain about the violence and rudeness in The Crossing. It will be impossible to reform those in The Crossing. My best suggestion is that you leave. In any other city, such things are never accepted. I highly doubt that thieves who are caught live to a ripe old age. I have personally never seen a murder or extreme rudeness during the past year in Shard.

The best solution for now is to leave The Crossing. Those "snerts" will always stay there, because if they try to go elsewhere, they are usually killed when they bring The Crossing culture with them. It will be impossible to save the city.
